Woodbridge teen hit by car
County prosecutor investigating collision

A15-year-old girl was seriously injured last week when a car struck her as she was crossing Route 35 south at or near the intersection of Alwat Street.

The incident occurred at 2:48 p.m. Dec. 22, police said.

Police said Jazmyn Moonsammy, of Woodbridge proper, was walking home from Woodbridge High School, where she is a sophomore. School dismissal was at 2:30 p.m., and she was about a mile away from the high school.

She was struck by a 2008 Ford F150 pickup truck that was being driven by Woodbridge Police Officer Kevin Goins, 33, of Woodbridge proper, who was off duty at the time of the collision. He was traveling southbound on Route 35.

Moonsammy was flown by helicopter to the University of Medicine and Dentistry (UMDNJ) of New Jersey in Newark, where she remained as of Dec. 23, according to a hospital spokeswoman.

Police said preliminary indications are that alcohol and/or drugs are not factors in the collision. Goins, who has been with the Woodbridge Police Department since 2002, voluntarily provided a blood sample to law enforcement officers, which will be tested for alcohol and drugs by a forensic laboratory.

Police said no charges have been filed and no summonses have been issued. As of Dec. 26, Middlesex County Assistant Prosecutor Nicholas Sewitch said there were no new details about the case and could not comment on additional details that were not in the press release. The collision remains under investigation by the Fatal Crash Investigation Unit of the Middlesex County Prosecutor's Office.

Lt. Thomas Genarelli has said that accidents are common on Amboy Avenue and Route 35, which extends through multiple townships and counties. He added that the No. 1 or 2 hot spot for accidents in the township would be the ramp off Green Street to get to the Woodbridge Center mall.
